I have gone to plenty of anime cons and I don't think it will work. The vast majority of women there either go with their boyfriends or large groups of friends, which makes them unapproachable. I would say that the best way of increasing your chances is to cosplay, because you might get some attention if its decent and from something popular.
All I can say is that I've seen sub5 men kissing in such events.
