'Dumber' is often subjective although in this case sitting on the outside of a train is indeed dumb since you can fall off the train.
What if there was a dumb moment in a rundown place in Appalachia or a poverty stricken place Eastern Europe but was never photographed? Doesn't mean it doesn't exist.
And 'dumb' is also influenced by the dirty failo brown skin gives.
You can probably find 'dumber' pictures in coverage of slums of Bangladesh or SEA.

Some do, there are hardliner BJP'ers against illegal immigration from Bangladesh.

Modi supporters and hard-line Hindus are something else. Unlike a lot of other curries they actively try to demand respect and try to show others they are unashamed and infact proud of Indian culture, but nobody else buys it.
