That said its one of the best "postal/falling down" style movies in the genre.

As for the scene, its taken out of content. The character shoots the women as he accidentally took his mask off (plothole- he was trying to frame his tallcel friend by wearing a mask) so he shot them all to prevent witnesses to his identity.

It's up for interpretation whether there is a Elliot Rodger Marc Lépine subtext in the scene.

I have the UK DVD BBFC version (rated 18) and the Unrated Uncut Blu-Ray, both have the same scene and throat slitting in the "bank heist scene".

There was a Rampage 2 where he holds up a TV studio, but he had a beard and shaven head.

Rampage 3 was even less violent.
