The reason thirst is higher is that it's influenced by 2 variables: inherent thirst, and thirst after sustenance.

It's sort of like how if I'm sprinting in a desert I have a higher thirst for water than if I'm lying down in a cool room:

Yeah I'm less thirsty in the cool room, but I can still possibly be thirstier than desert-sprinter if I'm deprived of water for weeks.

Desert-sprinter has a higher inherernt need for water but he can be less thirsty if he's getting a drink every couple minutes.
