I should have worded it better. karma is more of a law of nature, with cause and effect. IF you do something bad, you gain bad karma and something bad will follow, there is no for you to ask for forgiveness. You'll just have to wait until something happens. A sin is like an insult towards God, and since you only have a lifetime to redeem yourself naturally you are more inclined to do so than a buddhist. Buddhists believe in reincarnation and karma affects how good your next life is. The pressure of getting enough good karma is not equal to Islam's or Christianity's goal of going to heaven, which is limited to one lifetime, compared to buddhism's infinite lifetimes. That results in people being more complacent.
