Buy a neck harness and some weights and do flexion and extension. And just keep increasing weight. Im currently working mine out. Its been a month and Im seeing gainz. Dont waste your time boyo do it now!.  I wanted to start in 2016 but was to lazy. Fml I would have been a thick necked chad by now.

1. Not everyone can grow one and some look horrible in it even if they can
2. You would still look better with a thicker neck.

You wont get a jaw line like that even if you mew (perhaps a slight improvement). Thats genetics.  Mewing aka holding your tounge at the top of your palate is the normal oral posture. Most people have THIS already and they arent walking around with Brad Pitt´d jaws. Surgery is the only way if your genetics failed you.
