That's not how perspective projection works. You can get an approximation using linear interpolation with the pixel & height as a linear transformation, but since digit ratios aren't preserved in photos it's only an approximation.

The best way to calculate his height would probably be to use the pole he's standing parallel to by dividing its height in cm by its frames in height and then multiply by Saint Blackops2cel's frames in height. If anyone has any idea how tall those poles, Idek what you'd call them, tend to be, there's the closest you can get to an approximation of his total height. For less precise measurements, you could use the car as the reference point of your calculation.
