I think everyone should be allowed to get test to reach the upper normal or high test level. If normal test level is 3.5 to 11 dl/ml, you should be allowed to reach 11 regardless of your current test level.
We all know men used to have normal testosterone levels. Back then almost everyone had what we today consider "high" test levels. Having lower normal range t level (average today) is much worse than having upper normal range t level.
