So not every regular off-topic thread needs to be high effort if it's about serious discussion but low-effort thread spamming should be banned.
Example of low-effort thread spamming:
Solution is to move all of their recent threads to the other section and ban them from starting a regular off-topic thread if they do it again. If they want to start a regular off-topic thread then they need to ask for it to moved or approved until they can learn the difference.
