It's a caricaturized right wing, conservative newspaper tabloid with a strong presence in commonwealth and former commonwealth countries like Australia and Canada that pushes anti-immigrant, anti-Muslim etc. propaganda targeting the low class.

Good observation. Though, I don't think it's the government. It's very likely deep state actors who want to influence policy and legislation. My money is on trying to push for internet control and censorship (yet another step towards eroding freedom of speech and privacy) and using "incel" as the new big bad who gets radicalized online. We all know "online radicalization" isn't a new phenomenon, but this is different than your usual religious radicalization, since the "incel ideology" was born entirely online.
