Virtually every ideology in history (with notable exceptions) touts scientific progress as a value. In fact, virtually every person you could ask (save for some autistic 1-in-1000 Kascinzky-ite or weird anarcho-primitivist) touts scientific progress. The reasons are obvious. Increased travel speed, higher information content, increased knowledge, increased lifespan, etc. The list is endless. Post-1600 scientific progress in particular has made earth, and the western world in particular, like an advanced alien civilization compared to the pre-enlightenment, pre-industrial-revolution norms. The scientific and industrial revolutions, quite frankly, make all other groups of humans from every prior time in history look retarded, gay, and cringe by comparison. Humans prior to the industrial and scientific revolutions were basically retarded animals, to be honest.

Now, the question is: who made it this way?

Looking through the history of ideas, the answers become clear.

The vast majority: Males
The vast majority: European, with a few east Asians
However, only a small subset of Europeans, mainly in the northwest/central parts of the continent.

Although I disagree with them, I think that Kaczynski, anarcho-primitivism, and variations on modern Luddite ideology might literally have cropped up due to the (even if subconscious) realization that populations suck now. While the initial Luddites were more motivated by self-interest, I think newer anti-tech movements spring from a deep psychological realization that the population is becoming less and less deserving of technology, and that technology will shift from a (very arguable) net good to a (definite) net bad as it is simply co-opted for evil purposes like surveillance, false flags, weapons, and opinion control. And as the political structure moves towards being a pseudo-democracy where the mob is controlled rather than being the thing that does the controlling (a structure aided by lowering of IQ and dissident traits), tech goes from being potentially life-saving, exploration expanding, and knowledge increasing to simply being a tool for weapons, imprisonment, psy-ops, disinformation campaigns and surveillance. All of the latter are also way more effective against a dull and complacent population. The solution that some have arrived at? Simple: end the tech, it's too dangerous.
