In order to be a survivor of something you need to have been in a life threatening situation. The vast majority of rape incidences, however, are not even close to lethal. Thus, you cannot be a rape survivor.

The term is used to get attention and make rape seem worse a crime than it actually is. I'm not saying that it's okay, but its consequences are certainly overestimated, as it is possible for victims to recover from their trauma.
