In the modern world there is no socially acceptable way to make people start having kids and families. Also, because of automation and machines that are engineered better and better all the time, jobs that use to require millions of workers can now be done with a few thousand factories with a few thousand workers to operate and maintain the machinery. So there is no need for people in order to keep the money flowing, or for your country to exert power, so why worry about it?

Obviously it will cause many, many problems but those problems are not problems that the governments of these countries are worried about fixing. Once they start losing money then they will fix it
