The system I propose would require massive cultural change, that's for sure. It would take 2-3 generations minimum for it to be accepted by most people. But even without it, just enforced monogamy already severely ameliorates the inceldom problem, since women will have to choose between being sexless or marrying below-average men after all higher value guys are taken.
