It's clear that we as Christians should hate sin, but as for sinners, I'm not entirely sure. The book of Ecclesiastes says there's a time to love and a time to hate, and first John says whoever hates his brother doesn't love God. Well, both of these are for different dispensations. Jesus Himself sais the new commandment was loving others as oneself, and since we should also preach to others, I think hating others, even if wicked/nonbelievers, is, if not sin, at least not ideal. I think it's a sin anyway, since hatred is described as assassination done in your heart already in the bible.
Yes, it's very frustrating. But most men do it nowadays, even the ones who are not incels. Men who get all the sex they want are an extremely tiny fraction of the male population.

I've been practicing not looking at women while outside. But it's much tougher if you have to deal with them in a job or classroom.
I avoid pornagraphy as best as I can. It's degrading for me to give into my baser urges like some sort of mindless gibbon. And I'll be honest, I don't *necessarily* hate women on principle. I hate how they behave, and how they treat not just incels, but everyone in general. The line is blurred for me...

Really, my school was catholic and i don't remember them mentioning it.
The problem ins't even the physical act per se, but the fact you'll invariably be thinking/watching inappropriate stuff while doing it. You can do it with your wife, though.
We "can" do it in the sense that we have the freedom for it and won't make us lose salvation or anything, but it's undoubtedly a sin.
