To me they seem very frequent, sometimes unskippable, often even kind of intruding on the action, and also can have political messaging.

Years back games were more arcadey and didn't have many cutscenes by title on average.

I find it quite tedious and off-putting.
 
Some games like judgment and Lost Judgement are storywise very cutscene heavy. I still like them tho. Not being able to skip them can be frustrating.

There are many indie games today with a more "arcade" feeling. I tend to like a combination of both.
 
i liked how they did the "cutscenes" in cyberpunk
