No, I set up a PC i made out of parts in the living room for a TV gaming room expirience

Like a PC console or something with an XBOX one controller i got cheap

Plex would be good, I have a 6tb external drive hooked up to my old laptop which hosts the plex server

I mean you could setup ubuntu server and then setup a smb share. I know there are some good GUI applications but I haven't used any of them so I wouldn't be the best person to ask. If you want to store you legally acquired media, you could use Plex or jelly, very easy to use and setup
