In April 2019, an Internet forum user, who identified as an Incel, was reported to authorities for several concerning statements. The identified Incel discussed a desire to wait outside a high school and approach female students, but did not discuss his intentions regarding these students. This Incel also made comments about his sister not having sex with him because “he was ugly, and he considered killing her and raping her post-mortem.”
In 2019, a self-identified juvenile Incel residing in California discussed online his desire to “Just Be First” (“JBF”) in reference to having sexual relations with virgins, irrespective of age. Some Incel followers of “JBF” bypass other qualities or characteristics of a sexual partner and only seek out a virgin, and this Incel could not find a suitable partner in a high school setting and discussed online his desire to engage in sexual relationships with female children in elementary and middle school. The Incel also mentioned he had an interest in viewing child sexual abuse material.

Between December 2017 and March 2020, members of a popular Incel forum have discussed underage females losing their virginity and the sexual activity of children. From the perspective of at least one Incel, underage females disregard statutory rape laws, and choose to engage in sexual activity with adult males. Users have also discussed their desire to sexually exploit an underage female, whose picture was posted to the Internet forum.
