Government basically just collect money, then bi products, resources, made bi civillians. They also hire and bi labors from civillians and hire people for the military to protect the people and resources.

Many crime organizations are into the sex slaves market ( both male and foids) but it mean having the manpower and resources(weapons) to abduct and kidnap , then for storage, transport , etc... sex slaves are a high value product.
If the government start to ranch sex slaves as a business from birth to maturity , to provide every male citizens with sex slaves, it would take a huge chunk on their yearly budget.
