I've never seen this callsign, and there's not much info about this plane (besides a B-52 photo). The plane suddenly appeared and one minute later, it disappeared. Why are they dispatching bombers instead of F-16s?

Right now, their numbers are "low" in both Syria and Iraq (5,700 - 8,000), according to Western "intelligence" estimates. A gradual comeback could be possible by starting on areas like Deir Ezzor, where Sunni civilians seemingly support these gangsters with food and supplies. In Iraq, it highly depends on what happens on the political arena and the sectarian stirs in Diyala and other governorates.

Note that the estimated no. of fighters is similar to the ones reported back in 2010-2013.
