Maybe not now they don't, but they will at some point. Others definitely will, so controlling the source is power. Africa is sitting on literal gold mines and every other valuable resource (for industry) that the locals are probably going to leave untouched for another thousand years. The Africans themselves don't have the wherewithal or likely the capacity to mine and utilize their own resources, so they would absolutely need outside intervention to help them do that.
Now it all makes sense.
