I have but the toilets there were dirty so my options were to either just hover over it or shit in a hole that leads to the sewers and I chose the latter. There was also no toilet paper so my parents and I had to bring our own when traveling.

There is a toilet spray. It's called a "Bidet" in French. In fact, as an American who was born and raised in the U.S., I can tell you that anyone who uses dry rough coarse toilet paper to wipe an their bum after bowel motion is Neanderthal-like. Using a Bidet is so much easier and better.
