This is not correct. The US being oil independent has nothing to do with this either. When other countries want to trade, for example some European country wants to buy oil from the Saudis, it is done through the American dollar. If these American dollars are not needed for this and kept offshore, they will flood back into the American economy and pretty much flood economy with more available cash.

The US does maintain control and influence of other countries through the use of their dollar system. You saw it first hand when they froze Russian assets in American dollars were frozen when the Ukraine in war was beginning. And weirdly assassinates everyone that wants to get off the petrodollar.

And the argument that it is because the American dollar is so stable is also not true.
