The fine of $1 equates to more than $30 in 2023. Punishments for violating an ugly law ranged from incarceration to fines of up to $50 for each offense or sent to a poor house or work farm.

What it meant was for people with acid/fire burns, wartime disfigurements (if you haven't seen the post war facial prosthetics, it's horrific, but also a reminder of the importance of looks), and for unfortunate diseases like cherubim.

The Elephant man is not fiction, and he lived during when these laws were in action. The bag he wore over his head was little part a choice, because he would be fined and mocked without it.
