I bought a pack of premixed mortar, cut the top with scissors, scooped up the mortar into a bucket, added water a bit at a time while mixing then applied it using two small trowels.
Rain will cause the mortar to run unless it is kept covered.
Mortar is a mix of sand and cement. Concrete and plaster are different materials.
