eh its kinda lame, but i guess its a good way of scaling power. high midichlorian count sounds cool but it was cooler for it to be esoteric. but i love the prequels

Yes, he was. His command over the spirit and demon world and it's (not-so-super) natural inhabitants is said to have been a natural ability (or a divine gift from God, choose your flavor).
But....knowledge of magic was present before his time in the Babylonian era, and even before then. Very ancient magic had existed from a time when the spirits and demons didn't segregate themselves from the humans and had interacted with them more freely and frequently, partly due to their curiosity of humans, but also partly due to their lack of fear of humans (today they're terrified of humans, because they see what they're capable of and it's much more than them).
