A volcel is any man who has the means to gain access to sex with reasonably attractive women, and does not put in the time and effort required to access that option.

E.g. 1 - A guy could be 6ft tall in the Netherlands and "struggling" to get sex because he's only "average height" there and his face is like 4/10, but there's nothing stopping him from moving to a country in which the people are shorter so that he has a genetic advantage. Yes I would go as far as to call such a man a volcel. If he was a virgin and chose to remain in his country, decade after decade, yet complaining endlessly about never getting laid, I'd call him volcel, because travelling/migrating has always been something normal for humans, yet he's unwilling to do that in order to create a life for himself, that's volcel in my book.

E.g. 2 - A guy might be making 30K US annually doing remote work in America, and no women want to date him because of his level of income (along with him being below average in looks). But he's doing remote work, so he can literally just move to a South East Asian country, or Eastern European country (or any region with a good exchange rate and low cost of living), and utilize this financial advantage to get women who are more traditional and are willing to date him. I would also say that a man in this situation that refuses to leave America is volcel.

If you were making just 12K annually in US dollars doing remote (online) work you could live like a king in Brazil. So a man in that situation is someone I can't feel sorry for, he's completely volcel in my book if he chooses to remain a virgin, decade after decade in America.
