These weapons are risky to make and has limited effect. Lots of these 'anarchist" (yes I know this came from the US special forces but point still applies) weapons are making single shot "rifles", molotovs or something simple.
I've read the book a long time ago - apparently you would need a bullet casing to make bullets. Understand that such items, including machinery of weapons, require precise and industrial tooling and consistent materials to make them work reliably. The 'simple' AK-47 is hard to build without tools, the only reason it is 'simple' is because it is highly optimized for mass production not because it's easy to make at home. The PPSH and STEN come closer to the homemade garbage guns but they still require tooling/bullets

Well, most evil attackers used trucks/at least vans. A car has sloped hood (thus can't transform most of the force into a target) and light weight, which is proven to be ineffective.
I do not encourage violence, just analyzing some cases.
