There's no need to reconcile the two notions, because while the average white IQ may be higher than that of other races, it still falls into midwit range. White supremacy doesn't mean that being genetically European alone makes someone destined for greatness, but that the inherent qualities of the white race compared to others are why there are more great white men than great men of any other race.

The laypeople of any population are unremarkable and fairly non-independent, hence the Nazis recognizing the need to keep the average white man in line with totalitarianism.
