Something I said last year in the first year of the Ukraine war, is wars take time to build up. Like for US defense manufacturers, re-opening production lines takes time. Just getting the skilled people back in, and then setting up the contracts with the suppliers, and then scaling up production for the whole supply chain it takes time.

At the start of wars countries don't even know what they should be building. They have to see in actual combat what is working, and what needs upgrades or increased production.

Bringing in new soldiers also takes time. They need training, which just scaling up the training facilities and their teachers takes time. As things scale up they get a production line of training going, where one group of new recruits comes in, and after a few months when they are ready to leave, the next group of recruits is coming in.
