i live in america/texas so laws may differ but i've never really gotten in trouble personally for talking to LGs
in truth i have gotten kicked out of certain areas (gyms/dance recitals) but i wasn't escorted out by police or anything. just faculty found me unwanted in that particular situation and strongly recommended i leave the area which I took the hint and left. now, i don't do this now because i'm too old and ugly and bitter but in my more youthful days an easy way to strike up just friendly chit-chat with LGs is that I used to wait near bus stops. there were a few bus stops near my walk to work so I would just casually walk up and just ask a few questions while they waited. some girls were quiet and didn't talk to me but i'd say it was a 50/50 that there were some that did actually talk to me about their homework or a test and i felt rejuvenated and it made me so happy the rest of the day.
that 50% is much better than the 0% that old hags give me. a lot of incels probably won't admit it but having just a little conversation with someone in the day really makes you feel a lot better. especially if it's a cute LG.
