Depends.
Law enforcement is very underfunded generally, which can mean less likelihood of getting caught.
Prison conditions are far worse than first world countries however and you are beyond fucked if you are imprisoned. Western prisons look like luxury hotels compared to the shit that goes on in those overcrowded hellholes.
There is also increased propensity of locals to take matters into their own hands, depending on the nature of your crime and if there is enough hearsay "evidence" you can suffer a pretty brutal public lynching(getting beaten, burned, sodomized with batons, anything is on the table usually).
