As seen in the Ukraine War, what makes todays weaponry so deadly is the precision aspect of them. Precision guided missiles are becoming a commodity technology, where even countries not on the cutting edge of technology, like Russia and Iran have increasing numbers of those weapons. The Iranians can put more and more missiles and different types of missiles near to the Israeli border. Then fire them accurately at targets in Israel. You see even 10 years ago Israel was being hit by missiles, but they weren't precision guided, so most of the missiles didn't kill anybody. Iran also has plausible deniability, as militia groups in Lebanon and Syria can fire the missiles.
The state of Iran isn't blind murderers, they can use the missiles as negotiating piece, and for retaliation to Israeli attacks. Its a complete terror weapon too these missiles, because they can be sent at any time.
Its one thing if like 10 years ago, 200 missiles get shot into Israel, and 1 of the missiles kills somebody. That has a terror aspect, but people get used to it eventually as its low risk. Its totally different if 200 missile come in and wipe out like 100 people.
