Putin is a strong leader imo. We know what the results are of a weak or absent father figure. The children suffer the most especially the sons. Or when families break part and lose ties, there is less trust, less social capital, and more poverty and suffering.
A strong patriarchy is needed for families to stay together and Putin did what he felt was right.

First, they have to tackle corruption on their high command: effectiveness in combat is affected by corrupt leaders and officers (including logistics). Next, improve the infrastructure in Central Russia and onwards. I guess that'd be a starting point.
