Construction has already started last year, I personally think this is a stupid idea because it's not needed at all and just seems like a pathetic attempt to brag, the money could be spent on something more fruitful. Gulf Arabs are known to waste money on random buildings, sponsoring random football clubs and man made islands.. all of those are ridiculous and half the time the projects are abandoned due to corruption or because they finally realise it's not a feasible idea. 'The Line' is intended to bring tourism money since the Saudi elite believes the rise of renewable technology and the depletion of oil reserves as a threat to their economy, hence by creating this line city they are making an attempt to diversify their income but in reality it's just all a waste of resources.
The money is better spent on producing cutting edge technology or putting it in some type of research, they could make bank off a certain technology development and also benefit the world, this is what should be done if there's so much money to spare. If they were to improve their educational institutions this would be possible, Taiwan has made billions from manufacturing microchips and no other country even comes close to that.
