They can do a lot to stop sex robotics. Import bans, installation of consent modules or notification systems that alert police when an improper procedure is performed on them and so on.
If you ban sex robots, there will be literall outrage and a huge black market. If people see others getting arrested for it, people will be outraged at the police for it.
Among some but people who ban sex robots know most people that object are all talk and will fall in line.
That won't stop them from trying if there's enough media outrage about how consent modules aren't a thing.
