there is no point attacking every major population center, in a real nuclear war these targets will be the first to be attacked: known nuclear weapons storage sites, known missile launch facilities, fleet locations, military airfields with bombers and aircraft carrying nuclear weapons, military plants/production, major military bases, capital cities (to destroy governments and military commanders) and that only applies to countries that will be at war. There's no point in bombing some niggers in Uganda or mutts in south america.

If nuclear war breaks out some sites will be nuked several times just in case. Also 50 nukes is not enough to even destroy lets say Russia or China alone, you need at least 100 nukes to eliminate Russia from war and even more in Chinas case.
