First who makes the rules in each nation.. the rulers. The ruling class, the core thing in their life is being high up in their country and ruling over people. Think back to feudal time, to be a feudal lord you needed serfs on your land. An empty feudal estate and you might still have the title of feudal lord but you don't have power over people. And you can't make money off of other peoples labor if those people aren't there. There is also the relative aspect, to be in the upper class, requires there to be masses of people below you in the class hierarchy.
So the ruling class makes the rules to try to attract immigrants, does that mean they get them. Not necessarily, especially the most valuable immigrants have options of a bunch of other countries who are also trying to get immigrants. This is the problem faced by some nations, there isn't much opportunity in those nations so ambitious, talented, smart, hard working immigrants aren't that interested in going. You also have to provide greater opportunity by a large margin than the people have in their home nation, or else people just stay in their home nation. A good example is can a curry use his education and work experience in India to qualify for certification to work in say Germany. If not, hes not going to go to Germany.
And this goes to the next point. Immigrants who won't work and produce, they aren't valuable to the ruling class, they are a detriment. So bringing in masses of those they will choose not to. The ruling class specifically wants young adult immigrants who come in and work. If you get someone by age 25, they can work 40 years in the new country, until age 65. And if they come in at age like 20-25 they also then have children in the new country, so you get the future labor of those children.
