1) It sets a precedent and a deterrent. The more brutal you are, the less likely people will want to fuck with you for fear of getting utterly brutalized
2) Some of them enjoy it. Inflicting maximum pain or brutality upon others. A lot of them will find enjoyable.

I once saw a video of a cartel member attempting to eat a raw heart from his foid victim. He was sucha fucking loser though because he couldn't eat the heart. I would not say those were their ancestors, Mexicans have nothing to do with Aztecs dna wise, only a very small percentage are of Aztec origin ( I might be wrong I suck at history )
