I'd personally use mass propaganda and a system of "loyalty pledges." As the human mind is quite malleable, the former is self-evident. The latter would be an incentive for people to let-go of a facet of their privacy and individuality in order to fight degeneracy, who would be awarded things such as lesser taxes, cheaper necessities etc.
