The thing is villainy was easier to define in an era where fewer people were visibly suffering. The previous ages of comics and so forth depicted those who stole and killed as selfish and lazy opportunists or greedy corrupt capitalists. A supervillain robbing a bank did so because they wanted wealth the easy way, not because they were drowning in debt and desperate. You can take Breaking Bad as a good example, sure Walter White became a monster whose true curse was his arrogance, but the initial conflict stems from the fact that he literally can’t afford treatment despite having two jobs. Heck, Sandman from Spider-Man 3 is more on the nose, his daughter is dying and he needs money. We were meant to see him as desperate but also morally wrong for stealing what he needs, but nowadays you gotta think it’s kind of noble that he gets these godlike powers and still views his child as top priority. Heck even Peter in that movie is treated as corrupted by the symbiote when he demands a real job and a fair wage from JJ. This same mentality applies to vigilantism, villains who seek revenge or to kill other criminals are vanquished by the hero who knows it’s wrong to take matters into the extreme like that, but realistically no one would object to murdering a person that’s nothing but a blight on humanity. It’s basically the modern conundrum with Joker where at a certain point it becomes criminal negligence to let him live. In real life most superheroes would be closer to the classic definition of super villain because the modern world is too nervous to define who’s to blame for society’s ills. No one with godlike powers is going to waste time chasing muggers, they’re either going to try to topple corruption at the state level by force and be labeled a tyrant, or they’re going to bend the knee and become a government killing machine.
tl;dr Classic comic superheroism operates under the assumption that the system is without flaw and not parasitic
