I find it funny that after she falls the first thing that goes through her mind is to adjust her clothes to hide the panties. 
Looks to me like she just wanted to make a scene, fell accidentally, and then grabbed and tore that sign to stop herself being hurt.
That didn't entirely work but it probably at least slowed her fall enough to reduce injury.
