15-year old girls are not at a higher risk of pregnancy complications than women in their 20s. Girls younger than 15 do experience more complications than women in their 20s, but 30 year old women are at a much greater risk. If, by your, logic, young teenage girls shouldn't be allowed to get pregnant because their bodies can't handle it as well as women in their early 20s, then the same should apply even more to women over the age of 30.
