As far as I'm aware it just means you can subtract donations from your total income when calculating what income taxes you owe.

If you're already making too little to owe income tax (applies to many of us) you save nothing.

For it to be worthwhile the money really has to be invested via the church in a way that is useful to you, ie being sent on onaholes for us all.
