If you want lore choose 4 over 76. In my opinion 3 is the best story and setting wise. New Vegas has the most options as far as deciding your own playthrough.

Yes, it’s playable in FPS and third-person. There are melee options too.

I really like fallout NV, but my favorite fallout is Fallout 1 I also like Fallout 2. fallout 4 is alright but 76 kind of sucks

4 is a fun game but a bad fallout imo. Play it with a fuck ton of mods. 76 isn't as bad as it was at launch but I would only play it if you really want more fallout. Pick it up on a sale if you really want it.
