Serious Why are normies not classified as terrorists?

They hate a group based on something they have no control over (looks and autism in this case), call for imprisonment of often underage boys (in some cases even murder) by dehumanising their victims, they usually fetishise children, a lot of them are in subreddits such as r/rapefantasy, and it is not unheard of that they have actually mass-slaughtered.
Their agenda, motives, train of thought, dehumanisation of their victims and ideals align with other terroristic groups such as Al Qaeda and Neonazism. They are dangerous to society and need to be treated like that.
So what is the reason we are not classifying normies as a terroristic group yet?
